CTE Innovation Grant

Eligibility
- Local Education Agencies (LEAs) in Delaware covered by Perkins V Sections 112 & 131
- Must meet at least one criterion:
- Rural area
- High percentage of CTE concentrators or participants
- High number of CTE concentrators or participants
- Disparities or gaps in performance under Perkins V
- No prior CTE enrollment before full implementation of an approved CTE Program of Study
Goals
- Support implementation or revision of Delaware-approved CTE Programs of Study
- Improve equity and student achievement in career and college readiness coursework
- Strengthen pathways that prepare students for high-skill, high-wage, and in-demand careers
- Support CTE educators, administrators, and counselors with training and resources
Application Due Date
- October 8, 2025 at 4 PM
Grant Cycle
- November 30, 2025 – September 30, 2026 (funds must be encumbered by 9/30/26, spent by 11/30/26)
Grant Award Total Amount
- Varies by Priority/Focus alignment - range from $7,000 - $30,000 per priority/focus
- LEA’s can apply for multiple priority areas, but each requires a separate application
Allowable Purchases
- General allowable purchases may include:
- Curriculum resources to support CTE Programs of Study
- Supplies and instructional materials directly tied to CTE coursework
- Teacher professional learning and professional services
- Equipment purchases that align with approved CTE instruction
- Activities that strengthen work-based learning and dual enrollment opportunities
Priority 4, Focus Area #2 – Expand participation in Work-Based Learning (WBL) practicum
Allowable: Supplies, curriculum resources, equipment, and activities that expand/enhance WBL opportunities, build capacity for certifications, or create/expand dual enrollment opportunities
LEGO Education Alignment: SPIKE Prime can be used as a computer science tool specifically aligned to Delaware's Program of Study, providing hands-on coding and robotics experiences that provide foundational industry-related skills and prepare students for future certifications or postsecondary coursework
Priority 4, Focus Area #5 – Professional learning aligned to a CTE Program of Study
Allowable: Teacher professional development activities, including training, workshops, or PD services tied to a state- or local-approved CTE Program of Study
LEGO Education PD equips teachers with knowledge and confidence to integrate SPIKE Essential and Prime into CS instruction, aligning with Delaware’s Computer Science POS and ensuring sustainability through teacher capacity building
Program Implementation Requirements
- Must be tied to a Delaware state-approved or local CTE Program of Study
- Activities must align with Perkins Core Indicators and the district’s Comprehensive Local Needs Assessment (CLNA)
- Professional development must align with Delaware’s Professional Development Standards
Keep in Mind
- Applications must include the Program of Study Application and required assurances (submitted in eGrants)
- Budgets cannot exceed focus area caps; administrative costs are limited to 5%
- Evaluation will use Perkins Core Indicators and a formal rubric (Attachment G of the RFA)
- Preference given to applications with sustainability plans beyond the grant term
