The Instructional Materials and Technology Allotment is a biennial funding source for Texas school districts and open-enrollment charter schools.
For the 2026-27 biennium, Texas provides $174.69 per enrolled student plus an additional $14.87 per emergent bilingual student. The allocation is intended to support the 2025-26 and 2026-27 school years.
IMTA is not a competitive grant. Each eligible school system receives an allocation based on enrollment, and unused funds carry forward.
Instructional and supplemental materials
IMTA supports adopted and non-adopted instructional materials, supplemental materials, and consumable instructional materials, including student kits.

Districts can invest in instructional resources and student-facing materials that directly contribute to classroom learning.

LEGO® Education solutions combine instructional content with durable, reusable classroom materials designed for repeated student use. Districts can use their available IMTA funding to plan implementation at the classroom, grade-level, campus, or district level.
For districts, that can support stronger use of available funding through reusable materials, repeat implementation with multiple groups of students, and eligible training that builds educator capacity to use the instructional materials effectively.
IMTA also provides flexibility for longer-term planning. The current allocation is designed to support two full school years, and funds not used during the biennium carry forward to the next.
